Lula launches “Sinpatinhas”, the first National Registry of Domestic Animals in Brazil
President Lula launched Sinpatinhas, a new system that creates the National Registry of Domestic Animals. The measure aims to combat abandonment and promote public policies for pets in Brazil.

In an event held at the Planalto Palace this Thursday, President Luiz Inácio Lula da Silva officially announced the launch of Sinpatinhas — the National Domestic Animal Registry System, a pioneering initiative in Brazil aimed at protecting and controlling the population of dogs and cats throughout the country.
Sinpatinhas will function as an integrated platform that will allow the registration of pets through digital identification — such as microchips and QR codes — linked to the data of their owners. The goal is to make it easier to locate lost animals, combat abandonment, and structure public policies focused on the health, well-being, and population control of pets.
“Animals are part of Brazilian families. With Sinpatinhas, we are taking the first step toward ensuring that they are recognized and protected by the State,” said President Lula during the launch.
According to the Ministry of the Environment and Climate Change, which is coordinating the initiative in partnership with the Ministry of Health and city governments, the system will be free and will be available in digital and physical formats starting in the second half of 2025.
The government also intends to use Sinpatinhas data to map regions with high abandonment rates, guide vaccination, neutering, and responsible adoption campaigns, and combat mistreatment more efficiently.
The initiative has already been well received by animal rights organizations, veterinarians, and independent animal protection organizations, who see the program as a historic milestone in the protection of animal rights in Brazil.
